Yes, it activates. The 【On Deploy】 ability activates not only when deployed from the hand, but also when deployed from the deck, graveyard, or other zones by card effects.
Can I choose not to activate an automatic ability whose trigger conditions have been met?
No, you cannot. It must always be activated.
For an ability that states "You may [do X]," is it mandatory to [do X]?
No, it is not mandatory. You can choose whether or not to do it.
