Yes, it activates. The 【On Deploy】 ability activates not only when deployed from the hand, but also when deployed from the deck, graveyard, or other zones by card effects.
With an ability that states "Choose X cards," can I choose a number fewer than X?
No, you cannot. You must choose targets as much as possible. For example, for an ability that states 〈Choose 2 Pals〉, if there are 2 or more Pals in the base, you must choose exactly 2. If there is only 1 Pal in the base, choose that Pal and resolve the rest of the effect.
