Yes, it activates. The 【On Deploy】 ability activates not only when deployed from the hand, but also when deployed from the deck, graveyard, or other zones by card effects.

No, you cannot.
My Pal attacked an opponent's Pal. During this, the target Pal left the base due to an 【On Attack】 ability of my attacking Pal. In this case, can I change the target of the attack to the opponent player or another Pal?
No, you cannot. Even if the target Pal leaves, the battle proceeds as normal. However, because there is no battle opponent, the battle ends without the attacking Pal dealing or taking any damage.
